The public or private institution hosting the event must request your authorization to attend, submitting the following documents:

• Application form and list of foreign nationals who intend to attend (name, nationality, and consular office where they will document if authorized).


• Complete copy of valid passports for all foreign attendees.


• Letter from the public or private institution hosting the event, signed by authorized personnel and directed to the National Institute of Migration, indicating the nature, duration, and site of the event.


• If applicable, documentation from the public institution or agency confirming the particulars of the event.

To obtain form FM3, you must submit:

• Proof of payment of duties.


• Completed form FM1.


• Five photographs (4X4 cm), 3 front and 2 right profile (2.5 cm from chin to hairline), white background, with forehead and ears uncovered, and without earrings or eyeglasses. Instant photographs are not acceptable.

Important. Foreign nationals must obtain permission from the National Institute of Migration to change or expand their activities.
